Problema con la manager

my problem with the manager is that she is never in the office attending to the tenants, she has a message on the door where it says open but we have to talk to her so that she can attend to us, it is a general complaint of all tenants, it is a rude person at the time of attending because when one tells him to attend he gets angry and answers in a bad way,, we want to pay the rent and we fight for him to attend us and by the way he charges us a fine for a day late,, if someone can solve this problem thank you, thank you
